‘No more ships like this’: USS Iowa finds home in LA

LOS ANGELES – The USS Iowa, which ferried the late President Franklin D. Roosevelt across the perilous Atlantic waters to a historic meeting with Winston Churchill and Josef Stalin in the dark days of World War Two, is to become a floating museum.

The battleship saw combat in the Pacific, survived a devastating explosion in a gun turret, and even a snub from the city of San Francisco. At the end of its final voyage, the storied warship will have a permanent mooring in San Pedro, Los Angeles.


The Los Angeles Harbor Commission voted unanimously on Thursday to create a permanent home for the ship at the city’s port, where it will open as a floating museum.

The vessel, which saw service with the U.S. Navy over six tumultuous decades, will become the only battleship museum on the U.S. West Coast when it opens on July 7.

“There’s no more ships like this in existence in the active navies anywhere in the world,” said Robert Kent, president of the Pacific Battleship Center.

“They’ve either been sunk, scrapped or turned into museums, and the Iowa is the last battleship to find a home,” he added.

‘Your ship is coming in’
It is expected to attract 400,000 visitors a year and could revitalize the city?s port area, jubilant local officials told the Los Angeles Daily News.

“This will help transform our waterfront in making it a world-class destination,” Los Angeles City Councilman Joe Buscaino told commissioners, adding that the area will soon see interconnected network of promenades, open spaces and shops.

We’re all so excited,” Katherine Gray, vice president of the San Pedro Convention and Visitors Bureau, told the Daily News. “You really feel the swell of support and excitement. … San Pedro, your ship is coming in.”

The 887-foot Iowa-class warship was commissioned in 1943.

That same year it took Roosevelt across the Atlantic on his way to a meeting in the Iranian capital Tehran with British Prime Minister Churchill and Soviet strongman Stalin, the first conference of the “Big Three” Allied leaders of the war.

The hulking warship, which towers 175 feet above the water line, was equipped with a special bathtub for Roosevelt — who was partially paralyzed following a bout with polio — which remains on board to this day.

Later in the war, it pounded beachheads in the Pacific with its 16-inch guns ahead of Allied landings, and took part in the Japanese surrender in Tokyo Bay in 1945. During the Korean War in the 1950s, it conducted gun strikes and bombardments.

In 1989, off the coast of Puerto Rico, an explosion within a gun turret on board the ship killed 47 sailors.

The Iowa was decommissioned in 1990 and was later kept in a naval center in Rhode Island before it was towed through the Panama Canal to Northern California.

‘Don’t ask, don’t tell’
Historic groups in Northern California had sought to find a permanent home there for the ship, but they faced a number of setbacks. Among them was a vote in 2005 by the San Francisco Board of Supervisors to reject a resolution to move the Iowa to the city as a floating museum.

The San Francisco Chronicle reported at the time that some city supervisors had voted against the resolution out of opposition to the U.S. military’s then-policy of “don’t ask, don’t tell,” which barred gays and lesbians from openly serving in the armed forces.

Several members of the board who took part in the 2005 vote could not be reached for comment.

The Iowa, which once powered through the waves at a top speed of 33 knots or 40 miles per hour, will have to be towed to Los Angeles from Richmond, in North California, where it has been undergoing a $7 million restoration.

The funds included $3 million from the state of Iowa, where residents have taken a keen interest in the ship, Kent said.

It is set to leave Richmond on Sunday, pass under the Golden Gate Bridge and arrive off the coast of Los Angeles on May 24.

While the Iowa will be the only battleship museum on the West Coast, San Diego, also in southern California, has the USS Midway Museum to showcase that historic aircraft carrier.

The Midway attracts about a million visitors a year, and the Pacific Battleship Center, the group responsible for bringing the USS Iowa to Los Angeles, hopes to one day approach those numbers. Initially, they expect up to 500,000 visitors a year.

For many whales and dolphins, the world is shaped by sound; they hunt and navigate by listening for echoes.

Navigating in this way requires super-sensitive hearing. And scientists have now found that, for some whales, this sense is adjustable.

Researchers in Hawaii measured the hearing of a female false killer whale, and found that she could fine-tune her most crucial sense.

The whale would “turn down” her hearing when she anticipated a loud noise.

The researchers presented their findings at the Acoustics 2012 meeting in Hong Kong.

Dr Paul Nachtigall from the University of Hawaii led the research, working with Kina, a trained false killer whale.

He and his colleague, Prof Alexander Supin from the Russian Academy of Sciences, first noticed five years ago that Kina might have the ability “to control the level of her hearing”.

The scientists were monitoring Kina’s hearing as she hunted.

False killer whales belong to a group of species known as “toothed whales, which includes dolphins, sperm whales and killer whales. These mammals hunt using echolocation – producing high-frequency buzzing or clicking sounds and decoding the echoes they produce to locate prey.

  • Echolocating clicks pass through a fatty structure at the front of their skulls called the melon. It is this structure that forms a visible bulge on the animal’s head and researchers say it acts as an adjustable acoustic lens, focusing the sound into a beam and altering the size of that beam
  • Other non-echolocating marine mammals have different tricks for finding their way underwater. Seals, for example, have super-sensitive whiskers, which can detect the fattest fish by sensing the trail they leave behind

To study Kina’s hearing, the researchers needed an insight into what was happening inside her head.

“Her whole head is an ear,” explained Dr Nachtigall. “There are many paths for sound to travel up to her actual ears.”

He and Prof Supin placed sensors contained within soft latex suction cups on Kina’s body to measure the electrical activity in Kina’s brain as it responded to sound.

“Louder sounds make big brain waves, quieter sounds make smaller waves,” said Dr Nachtigall. “[And] if she does not hear the sound we do not see the pattern.”

The researchers played Kina a “neutral tone” – an innocuous bleep – then followed that with a five-second pulse of 170 decibels. That is approximately equivalent in intensity to the sound of a rifle being fired one metre away.

Over time, Kina learned that this neutral tone was a warning signal and turned down her hearing sensitivity when she heard it, so in subsequent experiments, the sensors recorded a smaller signal from a noise of the same loudness.

Dr Nachtigall explained that echolocating marine mammals may have evolved this rapidly adjustable hearing to protect themselves from their own clicks and buzzes.

“They sounds they produce are very loud – they can be over 230-decibel pulses, and then must listen immediately for very quiet echoes,” Dr Nachtigall told BBC Nature.

The team hopes that their findings will eventually be applied to the protection of wild marine mammals.

There is evidence that whales and dolphins are disturbed or damaged by man-made undersea noise, such as naval sonar and the loud seismic airguns used in oil and gas exploration.

“[This] makes us very optimistic that many echolocating porpoises dolphins and whales will be able to change their hearing to protect it if they are properly warned,” said Dr Nachtigall.

“We want to define the proper way to warn them.”

Ally not looking to sell U.S. auto lending: CEO

(Reuters) – Ally Financial is “absolutely not” looking to sell its core U.S. auto lending business as it seeks ways to pay back $12 billion it owes to U.S. taxpayers after a government-funded bailout during the financial crisis, the company’s CEO said Tuesday.

Ally, the former in-house financing arm for General Motors Co , on Monday announced plans to sell some international operations at the same time that its Residential Capital mortgage unit filed for bankruptcy protection.

Monday’s actions give Detroit-based Ally some flexibility in finding ways to pay back the $12 billion, CEO Michael Carpenter said in a conference call with analysts on Tuesday.

The company could still pursue an initial public stock offering, find private-equity firms to buy out the stake owned by the U.S. Treasury, release capital or pursue acquisitions, Carpenter said.

“We will have created optionality and opportunity as a result of these steps,” he said.

Ally last year filed for an initial public stock offering, but shelved those plans after its mortgage woes mounted and the European debt crisis roiled markets. That has led to speculation that the company might have to sell itself as a whole or in pieces to pay back taxpayers.

Ally has repaid about one-third of the $17 billion it received from the U.S. government and expects to return another third after selling its international auto, banking and insurance operations, Ally has said.

Citigroup Inc and Evercore Partners Inc are advising the company on the sale of its international businesses. Ally is looking to sell these operations by year-end, Carpenter said.

GM, the largest U.S. automaker, is interested in buying Ally’s international operations, GM’s chief executive told Bloomberg on Monday.

UBS analyst Colin Langan said on Monday that GM could be interested in parts of Ally’s U.S. operations, such as its dealer wholesale and leasing units. GM could pay $7.6 billion for Ally’s international, dealer wholesale and lease operations, he said.

GM is “probably not” interested in acquiring Ally’s U.S. operations, CEO Dan Akerson told Bloomberg.

SEPARATE ENTITIES

Ally’s recovery from the financial crisis has been dogged by losses and lawsuits tied to its Residential Capital mortgage unit, once a major subprime lender and profit center. As part of the bankruptcy filing, Ally reached a $750 million settlement with ResCap that executives said will release it from mortgage-related lawsuits and allow it to move forward.

As he has in the past, Carpenter emphasized that Ally and ResCap are separate entities, a potentially key issue during the bankruptcy court proceedings.

“We believe the liabilities of ResCap do not penetrate to Ally,” Carpenter said. “The purpose of the payment we are making is not because these claims concern us but frankly to put the whole issue behind us.”

As part of ResCap’s filing, Nationstar Mortgage Holdings Inc , which is majority-owned by Fortress Investment Group LLC , struck a deal to buy substantially all the mortgage-servicing and related assets from ResCap for about $2.4 billion, including debt.

Ally also agreed to bid $1.6 billion for a portfolio of ResCap-owned mortgages. Carpenter said it is likely that Ally will be outbid.

As part of the bankruptcy plan, Ally’s banking subsidiary has also agreed to negotiate the potential sale of its mortgage servicing rights in conjunction with ResCap’s other asset sales, Ally said. Ally Bank’s mortgage servicing rights – the right to collect payments from borrowers – were valued at $1.3 billion at the end of the first quarter.
